UTR - Retiree Health Benefits (Article 25, Section 2)

The district shall continue to provide benefits to retired employees as set forth below. This includes those teachers on STRS Disability Allowance and/or retirement who would otherwise be eligible for retired teacher coverage. The District and Union agree to continue studying cost-containment measures for retiree health benefit programs.
The District shall offer eligible retiring employees the same health plans as are offered to active employees during the term of the employee’s retirement. To be eligible for this benefit the employee must retire from WCCUSD, directly into PERS or STRS, be eligible for health benefits at the time of retirement, and have attained the required years of service to the District as stated below. The effective date of this section shall be June 30, 2010. Employees who retire between ratification and June 30, 2010, shall be entitled to retire under the practice in place prior to imposition.
Eligibility:
- Current regular employees hired prior to January 1, 2007, who attain ten continuous years of service with WCCUSD (as defined by PERS/STRS) shall have met the required years of service to the District for the purposes of this section. The maximum district contribution towards benefits for employees in this category shall be $450.00 per month
- Current regular employees hired prior to January 1, 2007, who have attained twenty continuous years of service with WCCUSD (as defined by PERS/STRS) as of June 30, 2010, shall have met the required years of service to the District for the purposes of this section. The maximum district contribution towards benefits for employees in this category shall be $750.00 per month.
- For employees hired after January 1, 2007, who attain ten years of service under CALPERS rules the District shall only pay a total of the CalPERS Health Benefits Program minimum allowable monthly unequal contribution amount for the enrollment in a health benefits plan of each eligible retiree, including enrollment of a maximum of one dependent. This amount shall increase by the minimum increase required by law. The District shall make no payment to retirees under this section for prescription coverage by CalPERS Health Benefits Program, vision, or dental.
- For employees hired after July 1, 2016, who attain fifteen years of service under CALPERS rules the District shall only pay a total of the CalPERS Health Benefits Program minimum allowable monthly unequal contribution amount for the enrollment in a health benefits plan of each eligible retiree, including enrollment of a maximum of one dependent. This amount shall increase by the minimum increase required by law. The District shall make no payment to retirees under this section for prescription coverage by CalPERS Health Benefits Program, vision, or dental.
- For employees hired after July 1, 2017, who attain twenty-five years of service under CALPERS rules the District shall only pay a total of the CalPERS Health Benefits Program minimum allowable monthly unequal contribution amount for the enrollment in a health benefits plan of each eligible retiree, including enrollment of a maximum of one dependent. This amount shall increase by the minimum increase required by law. The District shall make no payment to retirees under this section for prescription coverage by CalPERS Health Benefits Program, vision, or dental.
- For employees hired after July 1, 2018, the District should not pay retirees for benefits upon retirement under this section.

Teamsters Local Union No. 856 - Retiree Health Benefits (Article 15, Section 9)

The District shall offer eligible retiring employees the same health plans as are offered to active employees during the term of the employee’s retirement. To be eligible for this benefit the employee must retire from WCCUSD, directly into Teamsters Plan, be eligible for health benefits at the time of retirement, and have attained the required years of service to the District as stated below.
To be eligible for these benefits, employees must meet the requirements stated in the above paragraph and one of the following years of service requirements:
- Current regular employees hired prior to January 1, 2007, who attain five continuous years of service with WCCUSD (as defined by Teamsters Plan) shall have met the required years of service to the District for the purposes of this section. The maximum district contribution towards benefits for employees in the category shall be $450.00 per month. The effective date of this section will be January 1, 2010.
- For employees who have attained twenty years of continuous years of service with WCCUSD (as defined by Teamsters Plan) by June 30, 2010, the District shall be a maximum contribution of $550.00 per month.
- For employees who have attained twenty years of continuous years of service with WCCUSD (as defined by Teamsters Plan) by June 30, 2010, the District shall be a maximum contribution of $550.00 per month.
- Current regular employees hired after January 1, 2007, but prior to July 15, 2009, who attain ten continuous years of service with WCCUSD (as defined by Teamsters Plan) shall have met the required years of service to the District for the purposes of this section. The maximum district contribution towards benefits for employees in this category shall be $450.00 per month. The effective date of the section will be January 1, 2010.
- For employees hired on or after July 15, 2009, who attain twenty-five years of continuous years of service with WCCUSD (as defined by Teamsters Plan), shall have met the required years of service to the District for the purposes of this section. The maximum district contribution towards benefits for employees in this category shall be $450.00 per month until the employee reached the age of 65. The District shall make no payment to retirees for prescription coverage, not covered by Teamsters Plan Health Benefits Program, vision, or dental insurance.
- For employees hired on or after July 15, 2009, who do not attain twenty-five years of continuous years of service with WCCUSD (as defined by Teamsters Plan), but do attain under Teamsters Plan rules, five years of service as defined by Teamsters Plan are eligible to access the Teamsters Plan at the applicable Premium Rate to be paid by the retiree upon retirement from the district. There is no district contribution under this article subsection.
- For employees hired on or after July 1, 2018, who attain five years of continuous service with WCCUSD (as defined by Teamsters Plan), are eligible to access the Teamsters Plan at the applicable Premium Rate to be paid by the retiree upon retirement from the district. There is no district contribution to this article subsection.
- Pre-Medicare retirees hired prior to July 1, 2018, will be offered the tiered Teamster Select Plan with the associated rates that include Kaiser, Anthem HMO, and Anthem PPO (not Kaiser only plan and rates). Medicare retirees offered Trust Fund Medicare plans (Kaiser, traditional HMO, and PPO).
- For employees hired on or after July 15, 2009, who do not attain twenty-five years of continuous years of service with WCCUSD (as defined by Teamsters Plan), but do attain under Teamsters Plan rules, five years of service as defined by Teamsters Plan are eligible to access the Teamsters Plan at the applicable Premium Rate to be paid by the retiree upon retirement from the district. There is no district contribution under this article subsection.

SSA - Retiree Health Benefits (Article 5, Section 5007)

The maximum district contribution towards benefits for employees in this category shall be $450.00 per month.
- For Employees who have attained twenty years of continuous years of service with WCCUSD (as defined by PERS/STRS) by 6/30/10, the District shall pay a maximum contribution of $550.00 per month.
- Current regular employees hired after January 1, 2007, but prior to July 15, 2009, who attain ten continuous years of service with WCCUSD (as defined by PERS/STRS) shall have met the required years of service to the District for the purposes of this section. The maximum district contribution towards benefits for employees in this category shall be $450.00 per month.
- For employees hired on or after July 15, 2009, who attain twenty-five years of continuous years of service with WCCUSD (as defined by PERS/STRS) shall have met the required years of service to the District for the purposes of this section. The maximum district contribution towards benefits for employees in this category shall be $450.00 per month until the employee reaches the age of 65. - Commencing July 1, 2018, any employee hired after this date into the bargaining unit will not be eligible for benefits under this section. Members hired into the bargaining unit which previously had this benefit from another unit will be eligible based on offerings from this article.

WCCAA - Retiree Health Benefits (Article 12, Section 2.5)

The District shall offer eligible retiring employees the same health plans as are offered to active employees during the term of the employee’s retirement. To be eligible for this benefit the employee must retire from WCCUSD, directly into PERS or STRS, be eligible for health benefits at the time of retirement and have attained the required years of service to the District as stated below.
To be eligible for these benefits, employees must meet the requirements stated in the above paragraph and one of the following years of service requirements:
12.5.1 - Current regular employees hired prior to January 1, 2007:
- Employees who attain five continuous years of service with WCCUSD (as defined by PERS/STRS) shall have met the required years of service to the District for the purposes of this section. The maximum district contribution towards benefits for employees in this category shall be $250.00 per month. The effective date of this section will be July 1, 2010.
- Employees who attain ten continuous years of service with WCCUSD (as defined by PERS/STRS) shall have met the required years of service to the District for the purposes of this section. The maximum district contribution towards benefits for employees in this category shall be $450.00 per month. The effective date of this section will be July 1, 2010.
- For Employees who have attained twenty years of continuous years of service with WCCUSD (as defined by PERS/STRS) by 6/30/10, the District shall pay a maximum contribution of $550.00 per month. The effective date of this section will be July 1, 2010.
- For Employees who have attained twenty-five years of continuous years of service with WCCUSD (as defined by PERS/STRS) by 06/30/10, the District shall pay a maximum contribution of $750.00 per month. The effective date of this section will be July 1, 2010.
12.5.2 - For employees hired on or after January 1, 2007, who attain twenty-five years of continuous years of service with WCCUSD (as defined by PERS/STRS) shall have met the required years of service to the District for the purposes of this section. The maximum district contribution towards benefits for employees in this category shall be $450.00 per month until the employee reaches the age of 65. Thereafter, the District shall only pay a total of the CalPERS Health Benefits Program minimum allowable monthly unequal contribution amount for the enrollment in a health benefits plan of each eligible retiree, including enrollment of a maximum of one dependent. This amount shall increase by the minimum increase required by law. The District shall make no payment to retirees for prescription coverage not covered by CalPERS Health Benefits Program, vision, or dental insurance.

- For employees hired into a WCCAA role after July 1, 2018, who currently have a retiree benefit from WCCUSD, will be eligible for retiree benefits currently in this bargaining unit agreement.
- For employees hired after July 1, 2018, who are newly hired to WCCUSD, there will be no retiree benefits.

Retiree Dental Coverage: Delta Dental

The District program provides Delta Dental benefits under the rule of 75 (i.e. years of service and age equal 75), with at least ten years of service with benefits. Retiree and spouse are eligible under these terms.
Child dependents are not eligible under retiree dental benefits. Any child dependent currently on Dental will be eligible for coverage under COBRA for a maximum of 36 months.

Vision Coverage

Vision service plan does not continue into retirement. Retirees will be eligible to continue coverage under COBRA for a maximum of 18 months.
