The West Contra Costa Unified School District (WCCUSD) was established in 1965. It covers the cities of El Cerrito, Richmond, San Pablo, Pinole, and Hercules and the unincorporated areas of Bayview-Montalvin Manor, East Richmond Heights, El Sobrante, Kensington, North Richmond, and Tara Hills.

Dr. Kim Moses ~ Interim Superintendent
In November 2024, the WCCUSD board appointed Dr. Kim Moses as Interim Superintendent. Dr. Moses is a dedicated educational leader with over 30 years of experience in the field of education, including 18 years in leadership roles within the West Contra Costa Unified School District (WCCUSD). Appointed as interim superintendent of WCCUSD in October 2024, following the retirement of Superintendent Kenneth C. Hurst, Dr. Moses brings a wealth of experience and a deep commitment to the community she serves.
A proud alumna of WCCUSD, Dr. Moses graduated from Kennedy High School in 1989. She earned her bachelor’s degree in interdisciplinary studies with an emphasis on education and a master’s degree in urban educational leadership, both from UC Berkeley. She also holds a doctoral degree in educational leadership from East Carolina University.
Dr. Moses began her career as a teacher in the Oakland Unified School District before transitioning to WCCUSD, where she held various leadership roles. She served as vice principal at Nystrom Elementary School, principal at Wilson Elementary School (now Michelle Obama Elementary School), and most recently, as the Associate Superintendent of Business Services. In this capacity, she played a pivotal role in improving the district’s financial health, successfully moving it from high-risk to low-risk status.
Dr. Moses’s career is a testament to WCCUSD's commitment to “growing our own,” as she has worked her way up from classroom teacher to district administrator. Her leadership is marked by a deep understanding of the challenges and successes within the district, as well as a strong focus on equity, antiracism, and student success. Dr. Moses is known for her integrity, transparency, and dedication, and she looks forward to guiding the district through a period of transition while continuing to build on the progress made under her predecessors.

In December 2024, after more than three years of outstanding leadership, Superintendent Kenneth C. Hurst, Sr. Ed.D. retired from his role at West Contra Costa Unified School District (WCCUSD). Dr. Hurst, who joined the district in 2021, guided WCCUSD through some of its most challenging times, including the safe return to in-person learning during the COVID-19 pandemic. Under his leadership, the district made significant progress in advancing equity, improving student achievement, and strengthening both recruitment and fiscal health.
During his tenure, Dr. Hurst launched key initiatives, such as the district’s equity audit, the creation of 24 Career Technical Education pathways, and important improvements in staffing. His efforts were critical in restoring fiscal solvency to the district following the budgetary and staffing crises triggered by the pandemic. Additionally, his steadfast commitment to anti-racism and student success continues to have a lasting impact on WCCUSD.
Dr. Hurst’s decision to retire was driven by a desire to prioritize his family, especially as his mother-in-law faces health challenges. While the district deeply misses his leadership, Board President Jamela Smith-Folds praised his work, noting the lasting legacy he leaves behind. As Dr. Hurst embarks on his well-deserved retirement, his vision, dedication, and compassion will continue to influence the district's ongoing efforts to support its students, staff, and community.

The five members of the West Contra Costa Unified School District Board of Education are elected by voters in the community for a term of four years.
All school board meetings, except closed sessions, are open to the public. Regular meetings are held in the Lovonya DeJean Middle School Multipurpose Room, 3400 Macdonald Ave., Richmond.
The public session begins at 6:30 p.m.
