Why doesn't the District use its bond funds to replace the parcel tax?

The District's bond funs are used to build schools; the parcel tax provides resources for programs and serviuces to support students. Legally, the two are not interchangeable.
Here is an easy way to remember the difference: B is for bonds (or building schools); P is for parcel tax (or programs that support students).
