Public Notice: Intent to Apply for 21 st Century Community
Learning Center and ASSETS Grants
The West Contra Costa Unified School District (WCCUSD) hereby notifies the
community that it will be applying for 21 st Century Community Learning Center (21st
CCLC) and After School Safety and Enrichment for Teens (ASSETS) Grants that will
establish or expand community learning centers to provide academic enrichment
opportunities for students during non-school hours. The 21st CCLC Grants serve
elementary and middle school students, helping them meet state and local academic
standards in core subjects such as reading and math, and include a broad array of
enrichment activities, along with educational services to the families of participating
children. The 21st Century ASSETS program provides students in grades nine through
twelve with academic enrichment and activities that complement the regular academic
program, support college and career readiness, and offer literacy and related educational
development services for families of enrolled students.
This notice is also to inform private schools located in the attendance area of WCCUSD
that, in accordance with the requirements in the Request for Applications, the District will
consult with private school officials regarding the provision of equitable educational
services to children and their teachers and other educational personnel under the terms of
the grant program.
Programs may operate after school only, or after school and any combination of before
school, weekends, summer, intersession, and vacation. Each program must consist of three
elements: academic assistance, educational enrichment, and family literacy services. The
Request for Applications was posted to the CDE website in September, 2022, and the due
date for applications is November 16, 2022.

Background:
The 21st CCLC and ASSETS programs are funded by the U.S. Department of Education
and administered by the California Department of Education (CDE). 21st CCLC and
ASSETS grants present a significant opportunity to create or grow expanded learning
programs in communities throughout the Bay Area. 21st CCLC funding prioritizes public
school and community collaboratives, schools serving high poverty areas, and programs
that offer academic, enrichment and family literacy activities. For more information about
