State Launches New District, School Accountability System

RICHMOND -- On Wednesday, March 15, 2017, the State of California launched a new school accountability system for every district and public school in the state. The California School Dashboard is a new web site that that provides parents, families, educators, and community members data on how well districts and schools are preparing students for success in the 21st century college and career.

The California School Dashboard replaces the former accountability system -- the Academic Performance Index (API) -- which evaluated schools exclusively on standardized tests and gave schools a single score. The Dashboard adds nine new categories/indicators in addition to test scores that provides additional data and a more complete picture in a report card-style format on how well districts and schools are serving our students.

"The new Dashboard provides a more complete picture of the areas in which we serve our students," Superintendent Matthew Duffy said. "The focus on multiple areas of data, beyond test scores, is critical to help guide us in highlighting the progress of schools and student groups and shining a light on the areas where we need to direct resources."

The Dashboard provides six state indicators:
  • Academic Indicator (includes results from standardized test)
  • Career/College Readiness (coming Fall 2017)
  • English Learner Progress
  • Graduation Rate
  • Suspension Rate
  • Chronic Absenteeism (coming Fall 2017)
And four local indicators that are aligned with the District's Local Control Accountability Plan goals:
  • Basics (Teachers, Instructional Material, Facilities)
  • Implementation of State Academic Standards
  • Parent Engagement
    • California School Parent Survey (CSPS)
  • Local Climate Survey
    • California Health Kids Survey (CHKS)
    • California School Climate Survey (CSCS)
Districts and schools receive one of five color-coded performance level for each indicator for all students and each student group. The color-coded system--with blue highest and red the lowest--calculates performance levels based on current performance versus past performance. The status and change are expressed through the color-coded system. The four local indicators will be reported by districts beginning in April and are scheduled to be publicly released in Fall 2017.
