The California Youth Behavioral Health Initiative (CYBHI) in WCCUSD

WCCUSD is proud to participate in the California Youth Behavioral Health Initiative, a statewide program dedicated to supporting the whole child. By bringing intervention and prevention services directly onto our campus, we are making it easier for families to access essential behavioral and mental health supports. Our goal is to ensure that every student has the support they need to stay healthy, focused, and ready to learn.

How It Works

Under the CYBHI initiative, school districts partner with health service providers to offer screenings, assessments, and mental health supports during the school day. This allows WCCUSD to receive reimbursements from Medi-Cal and private insurance for services already being provided, helping us sustain and expand high-quality programs despite state budget constraints.

Starting in the Summer of 2026, parents will be asked to provide health insurance information (either private or medical) during the Annual Update process and for all students enrolled in the district.

Providing your insurance information is a simple way to help us maintain and expand student mental health support without any financial impact on your household.

How can I opt-out?

Notification about the CYBHI initiative will be provided with registration documents over the summer. This letter will also include information on how to opt-out. If you would like to opt-out of participation in the CYBHI fee schedule, please email cybhi@wccusd.net

How can I provide my insurance information?

You will be asked to provide your insurance information through the annual enrollment forms. This information will be stored in our Electronic Health Record system, ensuring it remains safe and confidential. If you have trouble providing your insurance information there, you can also ask your school site about directly uploading your insurance information to TadHealth.

What if I don’t have any insurance?

Not having insurance will not affect the services your student receives. Billing for services provides an additional financial benefit to the school district, but it is not a requirement, and it will not impact the support available to your child.

If it doesn’t impact my insurance why do you need my information?

In order to bill the State the student must have insurance on file. The State and insurance companies have dedicated $4.7 billion to CYBHI.

What if my insurance policy does not include the physical or behavioral health services provided?

If your private insurance plan does not include behavioral health services, that’s perfectly fine. The services will still be provided at no cost to you, and the insurance companies will reimburse the district for the services rendered.

How will you bill for my student?

Parents may opt-out of participation in the CYBHI fee schedule program. For those who do not opt-out, the District to submit billing through our Educational Health Record (EHR) contractor. Providers will use the EHR to document services. The EHR is HIPPA and FERPA compliant. Our selected EHR contractor is TadHealth.

Will I see the services on my monthly statement from my insurance company?

No. Since the services are not impacting your policy, and you have no fiscal responsibility (no copay or deductible), the services will not be included in your monthly statement.

Is my student’s information kept confidential?

Absolutely. WCCUSD has partnered with TadHealth, a company that offers Electronic Health Records and billing support for school districts. TadHealth provides a confidential database that complies with HIPAA and FERPA regulations, ensuring that only the specific service provider can access information related to their students. All information is kept confidential.

Does this reduce my insurance benefits?

This does not have any impact at all on your insurance benefits. For example, if you have 10 mental health sessions, you will still have the same number of sessions, regardless of the number of sessions provided to your child at school.

I have a copay. Will I be billed?

You will not be billed for any services provided, including a copay or deductible.

What happens if my student receives private services?

There is no impact on your private services and no reduction in your insurance coverage.

Will CYBHI change the services my student receives?

No. Instead, it changes the way that school districts pay for the provision of behavioral and mental health services. 

Is my child the “Insured” in the insurance consent form or is the parent/guardian the insured?

The “insured” is the person who owns or carries the policy. It is the parent/guardian, not the student.
