Director of TK-12 Operations/Safety
Julio Franco leads and oversees all safety operations across the district, ensuring that schools maintain a secure environment for students, staff, and visitors. He develops and implements district-wide safety protocols, collaborates with local law enforcement agencies, and ensures that emergency response plans are up to date. He also provides training and guidance working closely with them to address safety concerns proactively.
Michael Booker
Safety & Emergency Preparedness Consultant
Michael Booker plays a key role in developing and implementing safety and emergency preparedness initiatives across the district. He provides expert guidance on school safety protocols, emergency response planning, and risk assessment. His responsibilities include training staff and students on crisis management, conducting safety drills, and ensuring compliance with district and state safety regulations. He collaborates with school administrators and local agencies to enhance emergency preparedness efforts, creating a secure and well-prepared school environment.
Charles Johnson
Campus Safety Officer (CSO) Supervisor
As the CSO Supervisor, Charles Johnson manages and supports the team of Campus Safety Officers across multiple school sites in the district. He ensures that safety policies are consistently enforced, coordinates security efforts for school events, and provides crisis management support when needed. He also plays a key role in mentoring and training CSOs, equipping them with the skills and knowledge to handle a variety of safety-related situations.
Sandra Ornelas Acosta
Administrative Technician
Sandra Ornelas Acosta provides critical administrative support to the Director of TK-12 Operations and Safety. She manages scheduling, communications, and documentation related to safety initiatives across the district. Her role involves coordinating safety meetings, maintaining records of safety incidents, and assisting with the implementation of district-wide safety policies. She also serves as a liaison between the safety department, school sites, and external agencies to ensure smooth and efficient operations.
The West Contra Costa Unified School District (WCCUSD) is committed to ensuring the safety and well-being of its students, staff, and visitors. The district's Safety Department encompasses several key areas, each dedicated to specific aspects of school safety:
1. School Site Safety
Each school within WCCUSD develops a Comprehensive School Site Safety Plan. These plans provide operational templates for individual schools to prepare for, respond to, and recover from disasters that may occur within the greater San Francisco Bay Area. The emergency organizational structure identified in these plans is consistent with the federally mandated National Incident Management System (NIMS) and the State of California’s Standardized Emergency Management System (SEMS), effectively structuring emergency response at all levels in compliance with the Incident Command System (ICS).
2. Emergency Preparedness
The district emphasizes the importance of preparedness through regular training and drills. Staff members are provided with basic training for emergency preparedness and safety for school campuses. This includes courses such as IS C 100 - Incident Command System for Schools, ICS 700 - Introduction to the National Incident Management System, and ICS 200 - Supervisory Roles in the Incident Command System.
3. Campus Safety plans
The district employs Campus Safety Officers (CSOs) who are assigned to various schools to maintain a secure environment. These officers are responsible for monitoring campus activities, ensuring the safety of students and staff, and responding to incidents as they arise. A directory of CSOs is available for reference.
4. Emergency Information & Resources
WCCUSD provides resources and information to assist in emergency situations. This includes access to comprehensive safety plans, training materials, and contact information for key personnel within the Safety Department.
