West Contra Costa Unified School District
Parent Advisory Committee(PAC) Meeting
May 3, 2004
Meeting Notes

Corrections were made to the agenda to reflect a change in the header for future meetings and to include the presentation by Jamie King. After the group introductions and meal service, Anita Madrid reviewed the PAC role and tasks and led the group to the tasks for the evening: 1) to agree on their consensus decision-making process using the gradients of agreement and 2) to develop agreed-upon ground rules for their discussions.

The group agreed to use four gradients of agreement for their decision-making process and created a list of six ground rules. This list can be amended or augmented at any time.

Anita turned the meeting over to Jamie for her presentation on the boundary data. This presentation generated a lot of discussion and questions from the group.

In the main, the group felt that they needed much more detail to start their discussions.

The information they requested follows;

-A glossary of terms and definitions used to develop the boundary maps:

-Capacity (what elements were considered and how is it weighed)

-Portables: counted or not counted in capacity and how do we consider them in boundary changes (costs)

-The transfer policy – Vince noted that this policy was now on the district web site for review. A few hard copies were provided

-Need a list of schools undergoing reconstruction. (Vince provided copies at the meeting.)

-Need acreage of all schools

-Need elementary school capacity maximums for each school as determined by the BOE

-Want maps with street names on it

-Give group individual school maps

-Provide the street names especially between the Helms and DeJean boundary (not clear on the maps)

-Provide the elementary schools that feed into the new draft middle school boundaries

here was a brief discussion of gang-related issues and agreement that these issues would not play a determining factor in boundary mapping, but should be a matter for a community discussion when it arises. It was also noted that gangs were a matter for parents and law enforcement. A concern was raised regarding Board policy on managing gangs and harassing and bullying. District staff agreed to provide the requested information before the next PAC meeting.Anita asked the group if they wished to extend the meeting to discuss their process for reviewing the data or if they wished to adjourn and defer the discussion until they had all the information. They agreed to adjourn at 8:05.

Respectfully submitted by Anita Madrid
