About the WCCUSD Open Enrollment Process
The West Contra Costa Unified School District assigns students to schools according to designated
attendance areas. However, the Board of Education has adopted a policy whereby parents are allowed to
request an intradistrict transfer to the school of their choice.
Q: How does the district define a resident student?
A: A resident student is one who:
- Resides in the attendance area of the school
- Resides in a foster care home that is within the attendance area of the school
- Resides with a guardian whose residence is within the attendance area of the school
Q: What is the procedure for transfer application?
A: For Grades K-12, the student transfer application period takes place during the month of January for the following school year. Transfer forms may be obtained from the office of any school in the West Contra Costa Unified School District or the Transfer Office, or online.

The schools do not accept applications but may provide assistance in completing the form.
Q: On what basis will transfer requests be approved?
A: Transfer approvals will be processed according to the following priorities:
- Priority will be given to siblings. Sibling (brother or sister) transfers are considered only if
they would be in attendance at the same time at the requested school. Having a sibling at the school
requested does not guarantee that a transfer will be granted.
- “No Child Left Behind Act of 2001”: for those students who are attending a Program
Improvement school, a school that has not made adequate yearly academic growth for two consecutive
years, a transfer request may be submitted to a school that is not in Program Improvement.
- Program transfers, except for Bilingual Programs, are limited to the senior high schools. A
student may transfer to participate in a program if the course is not offered at the high school of
residence.
- A student may be given priority for attendance outside his/her current attendance area when
special circumstances exist that may be harmful or dangerous to that particular student. Harmful or
dangerous special circumstances shall be identified pursuant to law and district administrative
regulations.
- Parent preference.
Within each priority, a random, unbiased selection process—a lottery—will be used to
select students to fill the spaces that are available.
Q: If a transfer is approved, how long does the transfer remain in effect?
A: An approved transfer will remain in effect only as long as the student’s attendance, grades
and behavior are satisfactory and until the highest grade at the school of attendance.
Example: A student who attends a K-5 elementary school on an approved transfer will attend his/her
middle school of residence after completion of the 5th grade.
Example: A student who attends a 6-8 middle school on an approved transfer will attend his/her high
school of residence after completion of the 8th grade.
Q: What is the transfer application timeline?
A: Grades K-12 applications will be accepted during the month of January.

Q: What if I miss the transfer period?
If you miss the transfer period you are still welcome to submit a transfer application, but priority is given to applications submitted during the transfer period. |
