Certificated Substitute Requirements
In order to be a Certificated Substitute, you must possess a valid California Credential, Out of State Credential, an Emergency Permit or able to qualify for an Emergency Permit.
Procedures for applicants with a valid Teaching Credential or valid Emergency Permit:
- Complete district application.
- Provide original copy of California Credential or Permit or Out of State Credential.
- Provide original transcripts showing evidence that a Bachelor Degree or higher was awarded.
- Provide two (2) forms of identification: Driver's license and Social Security Card or Passport.
- Provide original verification of CBEST. Applicants from out of state with valid credential will have opportunity to take CBEST at later date.
- Provide current T.B. test results.
- District will fingerprint applicant for clearance to work.
A. Applicants from out of state or without a prior permit must pay for Department of Justice Fingerprint Clearance. Cost for clearance is $51 Cashier's Check or Money Order made payable to WCCUSD (West Contra Costa Unified School District). B. Applicants new to WCCUSD with a valid credential must pay for Department of Justice Fingerprint clearance. Cost for clearance in this case is $32 Cashier's Check or Money Order made payable to WCCUSD.
- If Credential or Permit is expired, the cost for renewal is $57 and must be renewed on-line at ctc.ca.gov. Click on "renew credential" and follow the instructions.
Procedures for applicants applying for Emergency Permit:
- Complete district application.
- Provide original transcripts showing evidence that a Bachelor Degree or higher was awarded.
- Provide original verification of CBEST - no copies accepted.
- Provide two (2) forms of identification: Driver's License and Social Security Card or Passport.
- Provide current T.B. test results (within the last 12 months).
- Fingerprint cost is $51.00
- After prints are cleared, California Teaching Commission will email applicant to pay for Permit by either a debit or credit card. Once payment is received, CTC will emails both the applicant and District that the applicant is cleared.
- District will then fax clear statement and Temporary County Certificate to Contra Costa County Office of Education for review and signature.
Rate of Pay for Certificated Substitute: $116.15 per day After 20 days in the same assignment, bonus rate $159.56 per day

Classified Substitute Requirements
The majority of all classified positions begin on a substitute/hourly basis. Testing is required for most positions.
An applications must be submitted before a test date is assigned.
INSTRUCTIONAL AIDE/TEACHER AIDE: It is necessary to take the NCLB Proficiency Test. The three-hour exam is given by appointment only. A letter will be sent from the Personnel Office notifying applicants of the test date and site.
The NCLB Test is the same test that must be taken and passed to graduate from High School. It covers reading, writing, and mathematics. A 70% pass rate on each section is required. Frequency or dates for the NCLB Test are determined by the current needs of the school district.
BILINGUAL INSTRUCTIONAL AIDE: Same as above, but you must also take and pass a bilingual test which is given in the appropriate language after you pass the proficiency test.
SITE SUPERVISOR: You will need to take and pass the same proficiency test given for the Instructional Aide Positions (ORBIT).
CLERICAL: An hour-long written clerical test must be passed, followed by a typing test. The typing test is given on a computer and you must type 45 wpm to pass.
FOOD SERVICE: A 45-minute test is given by appointment only. The test consists of 20 math word problems and you must answer 17 correctly to pass. Applicants must provide proof of TB clearance at the time of testing.
CUSTODIAN: Applications are accepted on a regular basis and reviewed periodically by the Operations Department as substitutes are needed. Applications are kept on file for one year.
YARD SUPERVISOR: The school site hires Yard Supervisors. You must come to the Personnel Office with a letter of intent to hire from the principal. At that point, all necessary payroll paperwork will be completed. A current TB clearance is also required.
