Background

 Even in the best of times, there’s never enough money for education in California, which ranks at or near the bottom of all states for support to education.  But in the current economic climate with skyrocketing unemployment, sharply falling state and local revenues and increasing needs for human services, our schools are struggling to provide teachers and other basic services.  With a 23% reduction in state funding, our Board has been force to lay off employees, increase class sizes, eliminate programs and close schools.

 

As the recession deepened, our contracts with all four of our employee unions expired.  We’ve been able to negotiate three-year agreements with three of them, one of which is pending ratification by their members.  The new contracts include reductions in the work year with corresponding pay cuts, and caps on the District’s contribution to health benefits.  The teachers’ contract is in place, but is considered unsettled because the district and teachers did not reach an agreement together.  We are certain that a mediator can help us reach a mutual agreement, and the district stands ready to negotiate at any time.

Many school districts within the State of California have bargaining agreements, or contracts, with employee groups. West Contra Costa Unified School District has four employee groups which are represented through the collective bargaining process.
